The normal or a little dry skin would work best with acne treatment dissolved in water based solutions. This is because such as skin would require a little more moistening from outside. This also has the effect of allow more penetration of the active ingredient through the skin.
If you were to use a lotion of acne treatment, then you need to be aware that the propylene in it may lead to further dryness of the skin. Though lotion treatments are generally recommended for all types of skins, they may be best for very dry skins. Cream, foams and gels work best on both normal and oily skin.
